An advisory is a vendor vulnerability disclosure, not evidence of an attack. Utilities use these to patch equipment.

Grid threat FAQ

Is the U.S. power grid down?

No single event takes down the entire U.S. grid. North America runs on several large interconnections (Eastern, Western and Texas/ERCOT) managed by many operators. Outages happen locally or regionally, and the Grid Threat Monitor shows where they are happening now and what may be driving them.

How is the Grid Threat level calculated?

We combine four public signals: customers without power (DOE ODIN), outage-relevant NWS alerts such as hurricane, ice storm, tornado and high wind warnings, NOAA's geomagnetic storm G-scale and 3-day forecast, and energy-sector CISA ICS advisories. The overall level equals the highest of the four. It describes current conditions and is not a prediction or an official government rating.

Can a solar storm cause a blackout?

Yes, rarely. In March 1989 a severe geomagnetic storm collapsed Hydro-Québec's grid in about 90 seconds and left millions without power for roughly nine hours. Grid operators now receive NOAA SWPC warnings and can take protective steps. G4–G5 (severe to extreme) storms are the main concern.

Has a cyberattack ever caused a blackout?

Yes, outside the U.S. Attacks on Ukrainian utilities in December 2015 cut power to about 225,000 customers, and a 2016 attack hit a Kyiv substation. No confirmed cyberattack has caused a U.S. blackout to date, but federal agencies have warned of state-sponsored intrusions into U.S. utility networks.
